By this point of time, you've dealt with TIM's base and he wasn't there. He appears on screen and laughs at you, saying you're too late.
The Citadel is where the Reapers are being controlled, TIM (being indoctrinated) wants to speed up the process which people are being made into the Human-Reaper (or something, it doesn't really make sense) so he takes control of the Citadel and activates it, sending it right infront of Earth and landing it there.

There doesn't seem to be a boss fight with him per say just some cackling evil moment where he taunts Shepard and co when they're at his mercy. The way Shepard "fights back" is the same manner in which Saren was talk-jutsued.....
And yeah Kai Leng is the main attack dog.
I would actually rather have what we have in the script as a final confrontation than have an actual boss fight with TIM.
He then realizes he is and shoots himself, otherwise Shepard shoots
him in a cutscene. The dying TIM praises Paragon Shepards and insults
Renegade Shepards before his last breath. The guy who's controlling the
Reapers confirms shortly after that TIM was "theirs".
Could you please PM me the lines where TIM does that Dave?

His speeches from the intros of Killzone 1-3 (Way better than any of Shepard's lame speeches)
His propaganda broadcasts from Killzone 2 multiplayer (The Helghast and ISA broadcasts are more grey than BW's black and white disney morality)
His dialogue in the Killzone 2 ending (He's defiant, unrepentant in his beliefs and verbally spits in the face of the PC unlike the "villains" in ME who grovel at the feet of the player so they can have their little space Jesus wish/power fullilment fantasy)
Very pitiful that a franchise with a simpler story and that features American and Nazi caricatures as factions is more grey and has a better written villain.
BW writing = overhyped.

Edit: C'mon, at least post the full KZ intros; it's awkward reciting Visari's speeches, only to have him suddenly cut to a part I wasn't counting on until at least half a minute later.

They could've made a story not unlike the one in Witcher 2, where all of player's big choices were in the end rewarded by satisfying consequences - for both sides.
Instead, devs have chosen to spit in faces of people having certain opinion and decided to uphold the "good" people's choices. They are essentially telling us, what is supposed to be good and wrong, instead of letting us to decide that ourselves. What they've decided to do with TIM and Cerberus is a perfect example of that, with pretty much every unlikable/Renegade character so far ending up the same way as well.

Personally I have always been an allied/GDI fan, but those two were still awesome.
