A new human council also presents an opportunity to reach out to non-citadel species who have had greviences against the previous council like the Quarians,Krogan and Batarians.

The asari-led council sends the STG to investigate the missing colonies. I think this is an appropriate reaction. These colonists settled outside council territory because they didn't like the alliance/council/... Why should the asari or turians send their fleets to protect them?

Your group - which you could not win without - is composed of every major race in the ME universe.
It's the typical LoTR's method of involving all races - but keeping a human perspective. It's a writing method - not a case for historical, philosophical, and political debate.

Let's just say that I'd give Cerberus more credit for it if it had been part of the plan from the beginning... as opposed to something tacked on during ME2 development to make the orginization less pathetic after its sad sack showing in ME1.
