I bought the game Via steam, and I've got this weird issue where every other second I hear a "tmp" sound. just a short small sound (annoying though). At first I figured it wasn't a big deal, but on trying to play, I found that when this happens, the game skips a bit. As in it'll jump a bit ahead (not freeze, just jump some). A for instance would be a character saying "how are you" would become "how you"

Any thoughts?

Post some specs per the stickied thread

social.bioware.com/forum/1/topic/106/index/4795299

There can be a bunch of causes, from drivers, to a comp that is below specs in some way.  Info is king, if you want any help.

I would start by updating both your audio and most specifically your video drivers. If you don't want to go all the way to brand new at least get one from mid 2010 instead of late 2009 for the video, but for starters go the latest and see if the issue is resolved.

Other tries would be massaffinity, which sets your core affinity to a single core automatically which you can do by yourself when you play the game, by ctrl/alt/deleting out and right clicking on the ME process and setting affinity to a single core.

Updated my Graphics drivers, wasn't able to find any on my audio side. No progress there.

Changing it to only use a single core ( tried multiple ones ) didn't solve the issue either.

Maybe it was an error when I installed the game or something?

Verify game integrity with the Steam app.
Disable the Steam background program when running ME2.(I have heard it can be done, but I don't use Steam much so I don't know how, and I have the Disk version of ME2)
Make sure Steam has patched the game, IE 1.02 should be the Version.

Seeing as its a headset you are using, I assume its running through USB?
If you, do you have it plugged straight into a USB port in your system, or going into a USB hub. If into a hub, try plugging it directly into a dedicated port so it doesnt have to put up with the hub polling the devices every second or so to see whats attached.
If you have an external pair of speakers, i would also suggest unplugging the headset, and seeing if the sound glitch occurs while running of speakers, preferably ones that plug nito an audio jack and not a usb port.

Steam keeps it up to date by itself.

I do not own a set of speakers, and as for the USB question, not sure. I mean it is plugged into one, but I really don't know what you're referring too with a USB port/hub. It's plugged in on the front though, are you asking me to use a plug in the back?

Until very recently, it was uncommon for PCs to offer more than about four of the USB ports, but add-ons for USB are very popular, and the USB architecture allows "chaining", so you can plug an external "hub" device into one of your USB ports, and it expands that one to a total of four ports.

Do you have a pairof headphones that came with iPhone/iPod/MP3 player or the like?
On the back of your PC, there should be a green 3.5mm stereo socket for plugging speakers or headphones into. Try that out to see if USB polling is causing the skipping.
Also, would you be able to provide a screenshot of your system specs, but unplug the headset so we can see what audio device is incorporated in your system?

The headset I'm using. Plugging it into the USB port into the back of my Computer resulted in no change.

Um, that's just wishul thinking, really.  In a perfect world, maybe, but not in this one.

I had an audio stuttering/skipping problem in Half-Life 2 that got unbearable, so I contacted Steam Support.  Finally, after trying several suggestions, the Steam guy had me delete my HL2 folder, then delete my HL2 .gcf (game cache file), and then re-download the entire game again.  Huge, loooong download...  But it worked fine after that.  Don't know if that will help you or not, but worked for me. Same thing happened with my Rainbow Six: Raven Shield install -- same solution fixed it.  I was lucky.

I suggest going through Steam Support first though. Just to be safe. Good luck.

I'll try that, thanks.

But steam does keep it up to date. I even tried patching out of boredom and it said that steam had kept it up to date and it was the newest version.

I seem to have got it working by updating to Windows 7 from XP. I guess it was support issues.
