1. Is there any way that I can get the facial features of one character from a different save file and use it with the save file of another?
2. I can't seem to find any mods which switchs the direction of the staff of parthalon (so that the blade is pointing upwards when on the character's back). Did I miss something or is it non existent.
2a. If the mod doesn't exist, what programs should I download to begin making a mod for this???

It's easy to change which model a staff is using, but to flip the model upside down you would need to create a new model and apply it to the staff. That would require quite a lot of work.
