I've successfully activated Cerebrus, downloaded some free stuff, but when I'm tryng to download the Zaeed mission and Crash Site, I get an error at 99% saying the download can't be finished.
Those DLCs are missing from the Download history in my Xbox Dashboard. 
Paid DLCs are working fine. License Transfer process didn't help.
I tried EVERYTHING. Help me, please. EA support said that they can't help.
My gamertag is inK da One, purchases are below.

Also, if you can, please delete InktheGod from the BioWare profile - I don't use it anymore.

Not sure who you are writing to because if you want a mod to deal with the profile it would be easier to just contact one of the mods directly rather than in a post on the forum.

Unless you got a new 360 a license transfer won't help you with a download, so in that respect the action was somewhat superfluous.

If the dlcs are missing from your download history then it indicates, as you mentioned, that you haven't downloaded them successfully onto your 360. If the Cerberus Network is properly activated, have you considered deleting the corrupted/incomplete downloads and downloading again from the game's menu? That would seem to be the next step. (If indeed you have tried everything then all that can be done is get back to EA support.)

Yes, I have new Xbox S and I bought ME 2 again.

Is that 'new' as in a new model type 360, or 'new' as in you replaced an old 360?

Since you've mentioned doing the license transfer I am now wondering whether you've recovered your Gamertag as well (if indeed you have a new 360 to replace an old one).

Replaced.
I recovered my Gamertag a few times, still not working.

I called to Xbox Live support, they said that it's because I played ME2 on UK region, then I migrated same gamertag to Russian. When BioWare will make their license open in my Russian region, then I can download DLC without any problem.

well since you are talking about problems with ME2 stuff i got one WERE THE F*** IS THE CERBERUS NETWORK CODE? seriously it says on the freaking cover that my example off ME2 has the Cerb code but i have tried EVERY FREAKING COMBINATION OF NUMMBERS AND LETTERS AND NOTHING WORKS!!!!

Ah...I see. I'll be honest and state there's little else I can suggest in your case, ink_da1. It sounds like there's nothing further that we fellow gamers can add to help you, unless there are more who know about the migration aspect and whether there's a workaround. (I would have liked to think that if you were able to transfer the dlcs from your old HD to your current one, then perform the standard combo of license transfer and Gamertag recovery then it might have enabled you to play. Pure speculation on my part though.) Certain dlcs are unavailable in certain places, I recall one thread making the point that ME2 dlc was still unavailable in Japan. As what is suggested it does look like a waiting game.

Priximus, we are dealing with a specific issue that ink_da1 has. I would also suggest calming down a bit as well. That sort of tone can put off people who tend to help fellow gamers with their issues. Come back, or start a new thread, when you've calmed down and describe your situation more fully. The Cerberus Network redeem code should be a very simple thing.

I don't have my old Xbox…
My friend have new Xbox Slim and new gamertag with russian region and he downloaded all DLCs without any problem.
What I can do now - is only wait for negotiation result of Xbox Live Russia office and BioWare for making open license to avoid such trouble as mine.
