Is it possible to play Offline?

I know the answer to this, in general, is yes you can.

But my issue is, sometimes I have trouble connecting to the net (stupid wireless adapter) and that means I can't load some of my previous ME2 saves, since those include items found only when connected to the Cerberus Network.  For instance, because my saves include me picking up Zaeed for my party, those saves won't load when I play offline, since apparently you have to be connected to the Cerberus network to utilize Zaeed.

It's incredibly frustrating when I want to play a previous save that includes the Cerberus Network stuff but can't because my internet is being a pain.

Is there a work around for this?

You don't need to be connected to Xbox Live in order to access Cerberus network content. The DLC content just needs to be registered to the Xbox you're using.

Are you playing on a different Xbox than the one you originally downloaded the Cerberus Network DLC on? Did you buy a new Xbox in the past 2 years? Did you exchange or repair your broken Xbox through a warrenty return? Do you have multiple Xboxes in your house?

If the answer is "yes," then don't wait another minute. Pick up the phone and call the professionals...

In all seriousness it sounds like you need to do a licensce transfer and transfer all your DLC licenses to the XBox that you want to play offline with: www.xbox.com/en-US/Support/LicenseMigration/Home

If this doesn't help, come back and we can try something else. I believe recovering your Gamertag can also help if the license transfer doesn't work.

The twin combo of license transfer and Gamertag recovery that Janus mentions should enable you to play offline.

It's a new XBox360, but it's the same gamertag (which I recovered before playing Mass Effect 2).

Thing is, I can re-download every DLC I've already purchased for the game with no problems. It's just that damn Cerberus network and its associated content that is giving me problems.  For instance, I can re-download Shadowbroker, Overlord, Arrival, etc. and play those offline with no problem.  It's only the stuff that's associated with the Cerberus Network that makes it impossible for me to play offline.

What the license transfer should do is assign what dlc you've purchased from your previous console to your current one. Recovering the Gamertag would fix that tag to the console enabling offline play.

Dlc is associated with not only the console it was bought on but also the Gamertag. Technically if you have a Gold account Gamertag you can log onto any 360 and access any content that is registered to it (assuming it is connected to the internet of course). If a Gamertag is recovered the system should recognise the content associated with it such that online verification is unnecessary.

Here's where I get nitpicky....you mention that you can re-download the other dlc, and only the Cerberus Network is giving you trouble: have you been able to re-download that content? (The answer to this is not explicit in your post hence the scrutiny.)

I can re-download them, yes. It shows them as costing zero points, and they do download properly. However ...

I just tried the transferring of license thing above, and according to the instructions I followed on that page, it was successful. However, I still can't seem to access the DLC stuff (now including Kasumi and ShadowBroker) when I'm not logged online.

I tried it logged in, and the content is there. I then unhooked my adapter to try it offline, but as soon as the main screen loads, I get a "the following DLC is corrupted" and it lists Kasumi and ShadowBroker as corrupted. But they're fine when I'm actually logged onto Live.

Btw, both "online" and "offline", I'm signed into my XBox Live account. So when I say "offline", it just means that although I'm logged into my account, I can't access the internet.

After you did the license transfer you have to "redownload" all of the DLC again in order for the license transfer to be complete.

If that doesn't work, delete your profile and recover your gamertag.

Gah! I've tried all the above:

Recovered gamer tag? Check.
Transferred license to new XBox? Check.
Re-download all DLC previous purchased? Check.
Try to play Mass Effect 2 with all DLC content when not connected to the internet? Nerd rage!

I think I'm going to give up and just hope my net connection is working whenever I play, because it seems nothing I do is working to allow me to play it when I'm not logged online.

What you describe is actually typical of a Gamertag not belonging to the console; hence my suggestion of recovering the Gamertag.

If that doesn't solve the problem, as you suggest, then your only recourse would be EA support themselves.

I'm going to try again to delete and recover my gamertag. It's the one step I've not tried multiple times yet. Hopefully the second time is a charm.

When you're logged into your account and you go to the marketplace to download (or re-download) DLC, does the Cerberus Network show up for you and list the cost as 1200 Microsoft points? It does for me, even though I got the Cerberus Network for free with the original purchase.

That seems to be where the issue is, as though my gamertag and my Cerberus Network activation aren't in sync (even though the gamer tag I use is the one I was logged into when I first input that code for the Cerberus network that comes with the game). Because every time I try an offline game, the first error message that comes up is something to the effect of "you have to be connected to the Cerberus network to access some content", and any of the content connected with the Cerberus network simply won't load for me if I'm offline.

Yes, this is how it appears for anyone that used their Cerberus Network Code, including myself.

There is no way to "redownload" Cerberus Network as it's not really a DLC. It's a key to access other DLC. So as far as XBox Live is concerned you don't have the Cerberus Network DLC registered to your Gamertag. However, what is registered to your gamertag are the individual DLC pieces that you downloaded via the Cerberus Network:
  • Normandy Crash Site
  • Zaeed - The Price of Revenge
  • Cerberus Weapon and Armor
  • Arc Projector
  • Firewalker Pack
You need to download those individual pieces. I'm assuming what you're trying to do is redownload all your DLC from the Xbox Live Game Marketplace. Unfortunately you can't access the above items from that.

So you have 3 options for redownloading them.

1) Use the Xbox 360 Console (Press the Guide Button), access your download history, find them, and redownload them
2) Access your download history on live.xbox.com and que them up for redownload the next time you fire up your Xbox
3) You should be able to fire up ME2, look at the DLC in the title screen, and re-download them from there.
