do the item pack items scale based on level?  if i take them out of the chests early in a play-through, will they keep the same stats  throughout?

they scale, yes. there are also two sets per class, one significantly better than the other, and the second set doesn't begin to lose its multiplier value until about when you hit the champion mantle

plus they just look awesome, especially the mage set.
