I'm guessing that the Shadow Broker stuff is the DLC? It's a little difficult to tell given it comes as one package for the PS3.

Sadly, Bioware did not impliment the DLC very well. It's not a bug. Once LotSB starts Liara will never work out of that office again so that quests can't be done. Also, I believe that if you haven't recruited Thane before initiating LotSB, you will be unable to. That is a bug.
You should do both of Liara's other assignments (vanilla game) first. Then discuss the Shadow Broker data. I talk to her, do her first assignment and then recruit someone. When I come back to Illium I talk to her, do her second assignment and recruit the other person. Then on my third trip there I initiate LotSB (unless I wait until after the Suicide Mission). Choosng that lower left option will start the DLC.
Obviously, you wouldn't know any of this since it all came bundled for the PS3 so Bioware really shot you in the foot there. Ideally, you would do the first two assignments and then Cerberus would give you the data. I typically don't install plot DLC until I'm ready to play it. Otherwise, they pop up after Horizon before they make sense storywise. LotSB isn't to bad as you can simply ignore it, but Arrival is alittle annoying in that the mission brief is forced on you if you ever go to your private terminal.

Unfortunately you can because that's what has happened to me; Bioware should have added a conversation branch to allow passing of the Shadow Broker information but no further progress without the standard missions being completed.ecto69 wrote...
You can not start the shadow broker until you did that favor mission for her, I read it somewhere. It is working as designed. Do the favor mission and then come back and activate the losb mission.

The option is there when you first meet Liara. But as others have said unless you know that that option is the DLC you may start it without wanting too.

I did it once and wondered why it would give me chance to complete the search for data.
I forgot about the observer mini mission (I did it last night), There is also a hacking mini mission for Liara as well.
If you activate the SB mission neither of these mini mission can be completed.

If you want to do the Observer mission, be sure to do it before initializing the shadow broker mission.
