 SO i Downloaded the latest patch because the content ( witchhunt and Golems) said it required the latest patch. When i check the config menu through the launcher screen it says im on 1.04 however the downloads do not reconize that i am on it and continue to fail. I have tried restarting the program several times.

Try downloading the DLC using the in-game download menu. The stand-alone installer has some issues at times with moving past patch installation.
