In-game DLC sellers and DA downloader: questions

I'm slighty confused about these NPCs. It has been mentioned that they're not in the disc. You have to use the DA downloader in other to install them. This is good, cause it gives you the option to not have them if you don't want.
But from the devs' posts I have read, it looks like if you choose to disable the downloader, you cannot install any DLC, not even Shale. So my questions are: do I need to use the DA downloader to get Shale? Can I install Shale without installing any other DLC seller (such as the WK one)?
Also, do I need this DA downloader to get the future patches, or the toolset? If I want to install a patch, do I need to allow the installation of DLC sellers?
And finally, if I decide to let the sellers be installed in the game, is there an option to turn them off so I never encounter them unless I have installed the DLC they sell? Are they different from normal quest-givers?
Thanks in advance for any answer. Post your questions regarding DLC sellers. But please don't derail the thread with discussions about Day 1 DLC. There are other threads for that.

There are some walkthrough docs coming already - hopefully they'll be up asap. They cover how to buy content amongst other things, but don't differentiate between these NPCs and the main menu DLC store for example. The NPCs themselves don't actually sell any DLC - they are just the quest givers for the DLC quests.

All of the DLC, and DLC store data (e.g. off of main menu), is downloaded and handled by our own content updater. The updater is installed with the game - you don't need to download, install or run anything separately from DA:O. This updater is a big part of what makes all DLC work. As such, it is needed as much for the included content like Shale, or the retailer items, or future DLC.
It is worth noting that this is not the EA Download Manager. That is a completely separate app, used if you purchase DA:O from the EA Store, but not related to the DLC.

We'll confirm how patching will work soon - we're still investigating a few options. If possible, we'd like to make this available through as many options as possible - if that works out, you would not require the DLC updater for patches.
The toolset is a completely separate download and can be viewed as a separate app - it has no relation in that sense to the DLC updater. However, there are plans to take some of the best builder mods and use the same DLC delivery system to make those available for players to grab for free from the DLC store off the main menu, instead of having to come to the social site to download them. In that specific case, you would need the DLC updater running.

The two questions are inter-dependent. The NPCs are only quest givers for the DLC, and in that respect they have the same game mechanic as any other quest giver in DA:O. DLC specific quest givers will only begin to show up when that specific DLC becomes available for download on the servers (or you've already downloaded the DLC). After that, they are part of the game, like any other NPC.
