It looks human to me. The body is very humanoid, and if you look directly at their face, it looks like a human skull. I think they are just a new human husk like a scion.

It does strongly resemble the prothean on Arcian's avatar- it has the same tenticled mouthparts, is bipedal, and the arms look strikingly similar.
However there are two big differences:
1. There is no crest on the prothean seen in the vision. This can be attributed to the fact that it is a husk perhaps with a metalic addition to its body (it does look like a metal implant rather than an organic part of the original creatures body).
2. The biggest difference however is the hunched posture not seen in the protheans we see in the vision (who stand up straight). This makes the creature appear more like an elcor or krogan in the way it stands.
