She's not doing it to be a tool; she just doesn't see that there's something else going on. An elf, who's serving you, is a slave. In a nation that supports slavery (or the form of almost-but-not-quite slavery of most city elves), if you tell somebody that you're paying your slave, they're not going to start believing that it's not a slave (just that there's something very wrong with you for giving money to a slave).
Or they could have just neglected to write alternate lines for her, if the writer cares to comment.
