Can someone please post one? ;) (T0rin3)

Here is my plan so far:

Str - 31 to 41+  (long swords and massive aromor, oh my...)
Dex - 36+ for evasion and dual-weapon mastery (I know it's not nessessary, but it looks so cool)
Will - None or any bonus points after str and dex for extra stamina
Mag - None
Cun - no higher then 22 or any bonus points after Will (or just enough to get a few ranks in coercion, poison)
Con - None (great defence from high dex + heavy/massive armor + evasion should be enough, I hope...)

How are you Str-rogues doing for stamina? Is heavy/massive armor too draining?

Skills will be:
Combat Training, Poison, Coercion maybe some Survival

Specializations: Assassin, Duelist

Talents: DW fighting, dirty fighting tree, below the belt tree and maybe a few from deft hands
Am I missing anything?

Why dont you go warrior with this build? You'd be more effective that way. Massive armor is definately very draining. As a warrior you would at least have less fatigue to worry about. With such a 'low' cunning you dont get much benefits out of being a rogue.

Also, great defense? 36 dex isn't nearly enough for great defense. Though I agree that you don't really need con.

Do you plan to tank with it or not?

Anyways, off the top of my head, I'll make these comments:

-You're going to have a lot more than 41 strength. :)
-36 dex is a complete waste if you don't plan to tank, Evasion is only necessary if you are the main tank. Off-tanking even does not remotely require Evasion.
-Dual Weapon mastery is pretty much 2 wasted talent points in that tree, for no real benefit. An offhand dagger speeds up backstab speed noticably, so if you plan to use 2 longswords, you're giving up 2 talent points and 12 stat points for "looks". If that's you're thing, then who am I to say not to. :)
-You're right on will/mag/cun/con, you may need a point or two in Cun to boost it up to 30 so you can pick everything with Device Mastery though, depending on what equipment you use. (I wasn't partial to putting on Dusk ring all the time when I had to pick a hard chest)

Stamina is good, assuming you don't plan to use many activatables. You will have Dueling and Momentum going all the time, beyond that it depends on your armor. You can easily get away with wearing the heaviest armor if you are tanking, but if you have another main tank you're probably best using medium armor. Even main tanking (which I did in a nightmare game from about level 9-10 onwards) you can afford to wear Medium Armor if you want to spam abilities. I used the Superior Wade's Dragonskin Armor (medium) for a lot of the game, sacrificing some minor DPS for great stamina regen. With that armor and Dueling/Momentum going, you have 0.0% fatigue, and with that Belt from the Circle Tower, you have I think +3 stam/sec. Combined with that low fatigue, you can use a lot of abilities. (which I did)

Definitely get level 4 coersion, level 2 survival, level 3 combat training (you don't need 4 unless you do plan to dual wield longswords) and Poison level 1. (just to be able to coat weapons with what you find)

More poison if you want to make bombs or whatever, I personally didn't bother. (you find plenty of poison coatings as you go, enough for any fight that might "need" one)

I think Assasssin/Duelist is the only way to go, Bard is kind of crappy with the low Cun stat.

The Below the Belt line is a waste on the Strength Rogue, since you don't have any reason to get Lethality. Take the Dirty Fighting line to Coup De Grace, no further. Deft hands to level 4, Stealth to level 3, DW training to level 2, Dual striking to either level 2 or 4, DW techniques to Momentum, Assassin to level 2-4 (personal preference), Duelist to 4.

I think that about covers it.

I will say that while a Str based Rogue with Evasion _can_ main tank everything in Nightmare, you're going to be CONSTANTLY dealing with enemies breaking off and going after your mages, which can be really annoying. That is the 1 major reason to play a DW warrior if you plan to main tank, because they can Taunt and use Threaten, both of which are necessary to keep stuff of your mages. (unless you like to have to chase down enemies across the battlefield constantly. :P)

A Str based rogue is a much better compliment to someone like Alistair tanking as opposed to Shale, since Alistair doesn't generate as much aggro, which means you will be off-tanking some stuff. But if you've got SHale tanking and your healers can keep him alive, you pretty much never have to worry about tanking.

Just know what you plan to do from the start, as that dictates what your build should be.
