I feel like a real dummy even asking this, but how are these changed?  I have no problem adding skills and items to the quick bar, but neither the quickbar or the mode bar will accept feats.  I have tried dragging the feats from the character sheet to the bars, but apparently they are not draggable.

The book was less about useless on this topic.  What am I doing wrong?

You can't add feats to the mode bar, it's for modes. If the feat is a modal feat (like Power Attack), it should come up by itself.

You should be able to add feats to the quickbar. However, many feats are passive and so can't be added. For example, you wouldn't be able to add Toughness, Dodge or Great Cleave. You should be able to add, say, Knockdown, Turn Undead or Flurry of Blows, though.
