Reseting Your Skill Points

The problem, I've looked through all the various DebugMode 1 codes and I see nothing that lets you add or subtract skill points. Is this not doable? Am I stuck with the only recourse of restarting the game?

You might be able to find a bic editor on the ign vault that lets you edit your characters attributes, but i've never had any luck with any of those so far, and you'd have to edit the character inside the game save file. Finding something that can do this is likely your best bet.

No, you're not without recourse, though it is a little intensive and won't let you reset the skill points you recieved at level 1. Use the "givexp" command to give your character enough negative xp to reduce your character level to 1, and then add the same amount of xp back to the character. That'll let you level up again from 2 to whatever level you were, realloting skill points, attribute points, feats, and class abilities as you like.
