I'm sure you've heard this before: The council is indoctrinated thats why they act like morons. Well I believe this theory is very possible, so I will adress the most common debunks to this theory

Q: If th council is indoctrinated why didn't they just open the mass relay in the citadel.

A: Indoctrination is not the same thing as "mind control" different reaper artifacts have different purposes. Some make you feel better when your around it almost worshipping it [think golem in Lord of The Rings], other more powerful forms (such as those used by soveriegn) disables a persons judgment making them highly suseptible to suggestion. Also If the council attempted to do such a thing and failed then entire galaxy would band together to fight the reapers because their leaders (the council) can no longer convince them otherwise.

Q. But how could they be indoctrinated if no one else seems affected by the wreckage of sovereign.

A: I do not believe sovereign played any part in the indocrination of the council, it may have been unaware even.

Q: Ok, smarty then how is the council indoctrinated and what does this do.

A: The Citadel was built by who? Hmmmm..... The reapers, perhaps the council chamber or the citidel alltogether, performs the indoctrination. The indoctrination makes the council incapeable of physically believing in the reapers. I'm sure after millions of years of killing organics a story or such of the reapers would resurface in other cultures, the only way to be sure that the organics won't prepare for them is to make sure the leaders wont believe in them, even Counciler Anderson who initially believed Shepards "reaper Rant" show disbelief when confronted after becoming a counciler

My LOGIC

How did the collectors know where the normandy was when it got blown to hell. Think about it the council sent Shepard on a mission not worth his expertise and he gets blindsighted by a super ship. The council refuses to believe in the reapers even when faced with undenyable proof. Shepard convinced like everyone on his squad and everyone he meets about the reapers in like 2 minutes, yet after 3 years and countless exemples and eyewitnesses the council refuses to believe

I'm not saying this theory is correct, just try to consider it, bioware said the mystery of me1 would return in me3
