Would it not be too complicated though? Some kill Anders and become Viscount and he becomes ruler of Starkhaven. Some Hawkes keep Anders and run away and Sebastian stays a chantry boy. Or any other combination.

Remember Gaider's Exalted March t-shirt? Remember Sebastian vowing he'd bring an army to Kirkwall if you spared a certain mage? Remember Justina V's threats of an Exalted March on Kirkwall, and Sebastian/Elthina/Hawke's attempt to prevent it? I smell an expansion...
They should really go big on Seb's romance if this happens! I want to see my FemHawke with her husband in the palace, eating fish and egg pie, and then *BOOM!!!* All hell breaks loose!
If this does happen there's definately reason for Hawke to visit Starkhaven:
*If Hawke sided w/ the mages, they could flee there hoping Sebastian could shelter him.
*If Seb walked out, they could flee there to lay low
*The Viscountess could go there for her wedding
*The Viscount could go a diplomatic mission

Female here, and I refuse to recruit Sebastian...ever again. I did it once, and he just ruined the whole 'chantry goes kaboom' cutscene for me with his non-stop demands.
Later on, I started another playthrough and never spoke to him. Hopefully he was inside with that bright exclamation mark above his head when the chantry exploded!
Seriously, I wouldn't get a DLC that has him as the focus of the story. Free or not.

You havent played Da2? Sebastian leaves if you don't kill who Sebastian wants you to kill, he leave before a battle..

I think starkhaven would be a great dlc/act 4 it would show how the champion leave kirkwall or escapes kirkwall to go their because either you have a friend thats a prince or you have come for vengence. you could take your love intrest and maybe your sibling if they are around. you can get a few new companions and have a new camp either a room in the castle or a shack if your there to kill sab. you could help to bring order or uder chaos to starkhaven and have soe possible tie in with the warden commander. maybe have one of those elf mirrors and have morrigan speak to hawke about the warden or something.

I think exploring Starkhaven would be pretty interesting. Admittedly accounting for all the different states Sebastian can be in by the end might take a bit of work, but it's not impossible to pull off. Maybe have a happy chantry brother Sebastian recieve a letter from an old friend in dire need of aid and then have it escalate from there, while one that wants to take Starkhaven will already be on the way to going back.
On the subject of his romance... I liked the idea of it, but I was put off by it not being very fleshed out. Throw us a chaste hug, anything! That and... the flirt lines. I had problems with all of the flirt lines admittedly, but it was worse with Sebastian. Since I imagine a lot of people going for him want to romance him with their somewhat demure F!Hawke rather than their F!Hawke that throws out sexual innuendoes left right and centre in the middle of conversations about people's traumatic backstories/important life decisions.

After spending 40 hours in Kirkwall, I'm not sure I want to spend more time running around another town (Strkhaven or Tantervale). Personally, if there is an episode 4 DLC I would like to see it be based in a more rural setting amongst the forests, hills and swamps of the Free Marches.

Please no. When he wasn't boring the crap out of me, he was annoying me. I certainly would not buy it, I would not bother checking out a wiki or YouTube for info Starkhaven DLC, and really, I wouldn't even download it if it were free. No more Sebastian, please.
