Like it?? I MELT every time he talks! I've tried to romance Anders but he just bugs me.
I'd be interested in an Act 4 DLC but I agree that just Starkhaven isn't enough for me. Maybe some rural areas as others have suggested AND Starkhaven.
Sebastian is a little preachy for me too, and I rarely bring him along!

---Side note---
We know that they're either working on "A" DLC, or they aren't for the next few months until a(n) idea comes to mind(light). I'd say that it would be an opportunity for them to ask the community about what they would want to see as their new DLC plot, instead of them thinking up one that takes months to do.
The idea for the first part would be a Poll in the forums for the next DLC as to what they should do for it. Ask us, the community, what the most sensible story and plot idea the DLC is. And what the character's role for being there is.
It's simple enough, but not really far from the turth.
------
As for a Starkhaven DLC, it would be put inbetween ACT II and ACT III, instead of being an ACT IV. As Sebastian clearly stated that he would return with an army from Starkhaven to find and kill Anders(or Hawke) if you let Anders live, and downloaded the DLC for Sebastian. The idea is closer to this, than an ACT IV DLC.
And, of course, we'd get that Legacy is more toward the idea as an ACT I and Act II filler, if you let your sibling stay at home, or let Anders help to find the Grey Wardens in the Deep Roads.
The idea of making Starkhaven an ACT IV DLC, is not far from it, but the truth is, ACT IV is there, just not part of the story itself, since ACT IV is during the moment with Varric and Cassandra, you're only being told the story by Varric. So, it is a 10-year span game. We just don't get to play ACT IV, only told of the earlier acts with Hawke through Varric.
So, point and being, Starkhaven as an ACT II and ACT III filler is a yes. It being an ACT IV, is a no.
As for an ACT III and IV filler, I'd definitely recommend on that highly as a DLC, since we still need to know, "Where hast thou Hawke went?".

I don't really understand the Sebastian hate, either. He wanted justice for someone who murdered his surrogate family and friends for the last 10-15 or more years of his life. So? Wouldn't you? And unlike other characters his conflicts aren't really the same as the others, they're actually much more relatable issues!

I think, that a lot of ppl dislike Sebastian, becouse while he want revenge he don't do it himself ( at last not before ACT 2). To be honest I like Sebastian very much and he would be perfect LI for my female PC. Could be nice to see more of him in a new DLC, but while he is DLC companion I don't keep my hopes too high.

Perhaps with a Starkhaven DLC, The Exiled Prince could be included as a freebie.
Other than the fact that I hate Sebastard, yes this is a good idea.

I love Sebastian but... TWO DLCs focused on him? No way José.
This!! It would be a HUGE mistake on their part if they did this too.
DLCs should focus on Hawke not a preachy self righteous character who doesn't have the balls to reclaim his lands unlessed rivalled.

Also, Sebastian didn't kill the mage himself because at this point in the story he's still a very staunch follower of the Maker, even if he does make some very rash decisions at times he's still not a murderer. I think the reason why you couldn't have Seb kill the mage himself was really BioWare's way of showing how reformed Sebastian is from his old ways as a youth so to have him do the execution would be going against that. And if you chose not to kill the mage than Sebastian makes his threat, but it dosn't mean he's really going to do it or couldn't be disuaded later on

I don't see how it wouldn't still focus on Hawk? Sebastian is just a character that would probably be the primary companion for the new DLC, not the entire focus. You would still be making the choices and playing the hero as Hawk. I don't think it would be a mistake to make a DLC/Expansion focused on Starkhaven that rounded off the situation with Sebastian, it would be pretty silly not to, especially if they included the Exiled Prince with it for free, wether it be an expansion or DLC.

I don't think you should assume people always kill Anders. I've killed him with my rogues but I NEVER will with my mages.
I just am not interested in Sebastian unless there is some HUGE character growth. Its obvious with Legacy, the Chantry has been hiding things.
I want to see Sebastian question his faith and realize that Chantry is NOT completely honest. So in my opinion a Starkhaven DLC will not do that and therefore I have no interest in it.
