Yes, if you have the Russian version, you only need an English dialog.tlk file. Check this thread:

If it's the opposite, i.e. you have the English version and want to change the audio to Russian, there should be a similar solution, but I don't know how to do it exactly.

You need VO.zip, VO_*.zip files from Data folder of russian version. Tlk file contains text, but Vo*.zip sound files. You can find russian audio in web (~850mb). It's custom, but more professional then official. Sorry for bad language.
