Steam wont launch Mass Effect

Hello everyone. I recently reinstalled Mass Effect on this computer on
Steam. After it installed Direct X it told me to restart my computer.
Once I got back on and tried to launch ME it just gave me a preparing to
launch pop up which then goes away after 5 or so seconds, and then
nothing comes up. No Black screen, no loading of the game, or anything.
Is anyone able to help me with this? I was wondering if this is a
problem with steam or my computer. I did try verifying the game's Caches
by the way, and tried running as Administrator.

My Video Card and Processor is:

Nvidia NVS 3100M

Intel Core I5 CPU M 540 @ 2.53GHz (4 CPUs), ~2.5GHz

Also I tried running Civilization V on the computer and it worked just fine.

UT3 doesn't do at all well on low end video devices.

Even Intel makes better onboard chipset video chips these days than what you are trying to run the game on, and none of those work. If you wanted to play games on that machine, you should have specified a much better card than what you bought.

I figured it was going to be the problem :(. My school gave it to me and I am in Asia until Christmas and this laptop is the only computer I have. Guess I will have to wait until I get back. Thank you .

In some cases, Steam does not update ME1. It needs to be done manually.

His problem is completely different. He doesnt meet the hardware requirements to run the game.
