I always thought this took a long time in this game, and I can't remember from my last playthrough, but I'm level 8 and a half and I haven't even left Lothering yet!? Surely this is too high with a 20 cap?

You get to level 6 in the tower of Ishal, so level 8 in Lothering is perfectly reasonable. Your leveling up slows down considerably @ 15+.
