Why does my game feel like it's in fast-forward?

I just started playing this game a few minutes ago, and everything looks like it's fast-forwarding. The gameplay is way too fast.

I played the demo and had no problem with this. I've tried a bunch of different settings and it's not helping.

My PC specs:

HD 5750 GPU
Core 2 Quad 2.66ghz CPU
4GB RAM
250GB Hard Drive
600W Power Supply

There used to be a timing bug with the old AMD dual core where you had to use a Dual core optimizer to stop fast forward bug in other game. However, there was never any Intel Dual Core Optizimer. Is it patched to 1.03?

Hmm...

I changed from DX11 to DX9 and now it's better. And yeah it's patched to 1.03, I bought it from Steam when it was on sale so it was already at the latest version.

But I want to run it in DX11.

Win 7 32 or 64? Is video driver up to date?

I have 32 bit installed.

Which reminds me, 32-bit will only show 3GB of RAM. So I may need to dig out my 64-bit copy and install it instead. I only have 32-bit installed because I didn't have 4GB of RAM at the time.

I have this same issue. It's like my system is in overdrive. the action is super quick and fluid. Like the animations were meant to be played at 30 FPS, but at 60 FPS they zoom by.
