He could be just a random character, but then again they did record lines for him in both trailers.

I wouldn't be entirely surprised if he had some sort of a role.

OK, I get why some people don't know the difference between Big Ben and the Houses of Parliament Clock Tower; the Tower of London (presumably what you meant by "london tower [sic]" is something completely different:

There's always this guy, as seen from the Fall of Earth trailer. Could be a coincidence, but I don't believe in coincidences and he looks faar to skinny to be Vega. Not to mention the fact that he wields a sniper rifle and given Vega's body mass; I doubt his purpose, and skill, is long range marksmanship. 

Lastly; given the teaser for ME2 turning out to be Legion, I am not convinced that we've seen the last of this sniper.

True, that sniper doesn't have the build to be Vega. The current Vega, anyway.

Actually. I think it would be kinda cool if he is part of Shepard's team, but he's not a squad member. Instead he's a long range support unit that you can order to take precision shots at tougher enemies. We have seen Shepard laser designate a target for the Normandy to bomb, so it wouldn't be impossible. That was just a thought that hit me just now though. Wasn't really much more to it, but that's how I think a sniper unit would be used to the best of his potential.

I'd like to see him as new squad mate. We'll see, maybe they change they're minds. I think I prefer him over Vega.

And OP didn't call it the Tower of London just London Tower. Apparently it's not obvious that it is Big Ben when it is battle worn.

That could possibly be the twist in their denial of the sniper being Vega.
The sniper isn't... but the voice might be.

I love that guy, I hope he has a bigger role, quite frankly I wish he'd replace the typical marine on steroids stereotype, first Jacob and now Vega... ugh.
