Why not, if he's willing to consider crossing the species barrier when asked by FemShep why not with ManShep? It doesn't seem likely that Bioware would go this route with Garrus, however it wouldn't be all that much of a shock to me either and I'd be rather curious to see how such a relationship might develop.
Besides doesn't Garrus tell FemShep something to the effect that he doesn't have a fetish for humans but it being about, Shepard specifically?
So if Garrus is essentially Shepard-sexual why couldn't that apply to MShep as well, after all up until the very moment FemShep lets him know she wants a deeper relationship with him the relationship between Femshep and Garrus is essentially the same as the relationship between MShep and Garrus with the only difference being that MShep isn't presented with the option to ask Garrus for that kind of relationship.

At least Garrus is way more cute then Vega and if there going to be only one m/m romance I'd much rather have Garrus then Vega.

To be honest, I'm shocked that the Bioware guys haven't been cracking down like they have in the past. They probably just gave up. Oh well, I'll keep stirring the pot.



Maybe the Turian warrior culture is like the Spartans, encouraging sexual relations between soldiers to boost morale and unit cohesion.
