The only confirmed squad mates from ME2 is Tali and Garrus. I'm sure they'll stay with you unless something really weird happens.
Will we have to recruit everyone...again?

I think that the deal with other characters will be like the mission where you have to recruit Tali in ME2,meaning that you have to stop something/someone getting your squad mate.Still I've read somewhere that the characters who will not be permanent,will only help you partially during your mission of stopping the Reapers.
