I think you're probably right. For all the games I've started, I've not considered the Engineer once. Possibly its the name that puts people off. 'Engineer' does not sound like someone who can handle themselves in a fight. When I think of engineers in ME2, I instinctively think of Donnelly and Daniels toiling away on the lower deck in a purely support role, while every one else has all the fun.
If it were renamed something like 'Specialist', or 'Tech-something' then maybe it would have more appeal.

I know what you mean about the name. The passive evolution has a similar problem. Why would you choose "mechanic" when you can be a DEMOLISHER!!!

Demolisher is a really cool guy, eh sets everyone on fire and doesn't afraid of anything.
Okay, memes aside, Demolisher generally does seem more appealing... unless you've maxed out Cryo/Hacking or have a duration-centric bonus power... but even then, the name sounds better for an elite spec-ops space marine.
