There have been a lot of threads on importing characters, but I have a question that seems to not have been answered.
When I played Mass Effect 1, I beat it at level 48, so I started a second playthough with the same character to reach level 60 so I could reap the benefits of importing a level 60 character into Mass Effect 2.
I am halfway through the game and have reached level 60, so I went to import my character but it will only see my character as level 48.
So my question is, even though I am level 60, do I have to still play through the rest of the game in order to import the maxed out character?

You can only import a character that has finished the game. Once you restarted with the level 48 to get him/her up to 60, you reset the "finished game" flag.
You will have to finish the game. Note, the only difference between importing a level 48, and level 60 character, is wether yuo start ME2 as level 3, or level 5. Yuo will still end up maxing out your level well before the end of ME2 anyway, so it doesnt really matter which you chose.
