I am unable to 'give' some gifts, e.g. Stick to Dog, Glove Puppet to Alistair.
Is there a different method or time/plot/like restraint?

perhaps you've already given them? check to see if they are now usable items.

Some of the gifts cannot be given in camp. Try giving the gifts at another location (Orzammer, Denerim, etc.).
