How do you export or change gda files back to 2da files?

Dont think its possible at the moment. Someone would need to read the gda and convert it to a xls file. I dont think bioware provided a tool for it as it doesn't make sense from their persepective. Perfectly possible as far as I know but involves some work that noone has done yet.

Elys' tool http://social.bioware.com/project/755/ will allow you to edit the GDAs and view their contents, but it doesn't convert them back to 2DAs

Not yet, but still you can copy paste the sheet from GDApp to Excel.
Switch to Designer mode ( to be able to copy the column names and types), select the first cell on top left corner of the sheet then:
Hold down SHIFT key, press END key, then PAGE DOWN key, release SHIFT key.
That will select the whole sheet. Then just do CTRL+C, and CTRL+V (or paste) inside Excel.
