I have a list of class-bonus pairings that I'm going through... a Neural Shock Engineer was one, and it was a unique experience.
Neural Shock doesn't seem to be very loved or hated... very un-noticed... so after I was done uploading my Insanity run with it, I put together a collection of neural shock seizures.

Note: I'm no master at ME2 (not yet... anyway), so don't expect 100% steamrolling.
Also, I avoid using the Mattock on all non-Soldiers. So the occasions I do steamroll here and there are more genuine.

Neural Shock is a great power, but what are the benefits of using it as an Engineer? When it comes to Crowd Control you have Cryo Blast.

Cryo Blast has a 50% longer recharge time on Shepard, and has a delay that can sometimes be awkward.

Neural Shock has an almost non-existent cooldown, and has its crowd control effect instantly.

I haven't watched the videos you posted but I can vouch that a neural shock engie was pretty fun for me (insanity). The short cooldown, especially with the tech upgrades was incredibly useful against husks, since it 1 hit KOs them when they have no armor.
I used neural shock on any target that had its shields/armor/barrier stripped and was attempting to flank me or my squadmates. Following up with incinerate or a weapon to finish them off or focusing your attention elsewhere while Garm is twitching on the ground for 9 seconds has its uses.
It's basically a very fitting skill for an Engineer that can either act like a situational stasis (you've immobilized a neural-shocked target and at least one other target with drone) or to hold your target in place while you or your squad finishes them off.
