If you mean the "citadel treatment", meaning just opening up 4 levels of a random tower and the Human Embassy, and close off all other areas that was in ME1, then no (like what happened to the Citadel in ME2).
If you want to keep all the areas of Omega (at least the hub), while opening up new ones that are fully explorable and interconnected and not closed off to certain missions, then certainly.
I hope it's what they do the Alliance Normandy SR-2, keep all areas, and expand it further.

There is always room to do this in Citadel Vice. Citadel Vice would be a awesome Mass Effect spinoff, where we chase down Batarian drug lords across the galaxy.

What Omega really needs, however, is an actual justification for being important in the first place. The entire Terminus was pretty much a 'meh' in ME2 in terms of showing why/how it/they mattered.
