I observed this when I patched to version 1.3 and it continues with patch 1.4.  As soon as windows (windows 7) has completed loading Dragon Age launches.  Strange.  Any others see this and is there a resolution.

That's an odd problem...Dragon Age must have been added to Windows' start up scripts. You'll have to remove it somehow. Try following the directions here.
