How to refresh a merchant?

I'd like to know what makes them change their stock. I tried traveling and doing an assignement and every of those I came across so far, including the normandy one, sell the same old stuff. I'd like to use that credit on some good armor before I get 9999999

Lvl gets better stock.

You can also make a save, prior to talking to them, and reload afterwards, if you don't see something you like.
This can cause a few changes in their inventory.

Saving and reloading before talking only works for rerolling a refresh for different items.
If they're not going to refresh anyway, then it does nothing but waste your time.
Stock refreshes every time you qualify for the next rank of equipment. It also might refresh if you Charm/Intimidate Nassana Dantius (not 100% certain).
In a New Game+ for a character over Level 50, there's a refresh somewhere along the way, either due to an event or due to hitting a certain level...
If you're Level 60, the stock will never refresh again for the current entire game (aside from the possible Nassana refresh).
Even the Req Officer on the Normandy doesn't actually refresh after Level 60.
He has 3, maybe 4, sets of stock that he cycles between.
Buying a new License may cause his stocks to refresh, however, but I haven't tested it.
