If Sebastian could retake Starkhaven on his own, he wouldn't have been hanging out in Kirkwall for years. I think he could hunt Anders on his own and kill him, if you let him go, but I don't see him marching armies into Hightown. I don't think Leliana will come back as an adversary, because it seems to me that the Divine and what the Chantry is actually doing, might not be one in the same.
Well, actually they hint that the current King of Starkhaven (his cousin) is a dimwit, and he is surrounded by other Dimwits. So Sebastian retaking Starkhaven is quite likely, depending on what they do with him in a DLC/Expansion, or DA3. Also, Hawk doesn't really disappear if you choose to be Viscount/Viscountess of Kirkwall. If you're female and marry Sebastian you probably will end up assisting him in reclaiming the Starkhaven Throne and thus becoming Queen, and thereby uniting Kirkwall and Starkhaven (as Sebastian himself says.) It could lead to many possibilities, even as far becoming a relatively large new Kingdom in that entire region, and breaking Orlesian influence in Kirkwall and the freemarches once and for all which would make some sort of sense considering the series is really by all indications going into the Orlesian Empire situation more and more, with more mentions of Empress Celene I among other things.
If you're a male than what happens between you and Sebastian is anyone's guess, but I'd assume it would just make you friends or allies, and basically the same theory could apply. Also on that note, if you don't marry him and you're enemies there's a chance you could actually defeat him and take the throne for yourself, and most of that which I mentioned would still apply. Would be fun and make replaying the game more worthwhile to see the different outcomes of the potentially big picture. You're kind of playing a "game of thrones" in this franchise, it's become a staple with DA2 and I find it really interesting.
