I'm a noob to the toolset, but I've installed the steam version recently and now I cannot find the blueprints section. I was told I need to edit some file, but I don't know the details. Any help?
Where are my blueprints?

Did you download the map editor.
In the toolset they is a tab called blueprints, you probably want to find a tutorial on how to use it from the vault.

Yes, I downloaded it, the problem is that I can't see that tab. I asked in a PW chat and they told me that they knew of the issue and a file would have to be modified to "restore" it, but they didn't remember the exact details.
I've used it before, I just missed the blueprints tab with the steam version.

Go to View -> Options -> Windows and hit the Reset button, that should restore your toolset windows to the original install configuration.

Tried, but no change. The thing is that I haven't changed my configuration, it was like that since the beginning with the steam version.

Did you try the second step here from the toolset faq?

Q: Help! My other windows are gone!
A: Click on the View menu and choose Options.... On the left side, choose Windows. Click the Reset button, then click OK. Close the toolset, and reopen it.
If this doesn't correct the issue, or if your menu bar is gone, close the toolset. Open up Windows Explorer, and paste this text into the Address bar:
Windows XP: %USERPROFILE%\\Local Settings\\Application Data
Windows Vista: %USERPROFILE%\\AppData\\Local
Hit Enter. From there, delete the folder named NWN2 Toolset. That will reset everything for when you next launch the toolset
