Did you connect to the cerberus network after you installed the dlcs?? Otherwise you have to link the game to your bioware/ea account using your email and password to authenticate the dlc. IF you have done this what dlcs are we talking about and where are you in the game?

But did the second computer interface open on the main screen after you installed the dlcs? It has to actually connect once after you install them not just be linked. Also what dlcs are giving problems?

Yes the cerberus network is linked (after i give my mail and password)
in game only the zaeed mail is on your terminal so i suspect this is the only dlc working, if there is any other dlc working u get an in game mail ( witch i do not get)

What does it say when you reinstall the dlcs one at a time to install one, start game connect to cerberus network?? If that doesn't work, have your tried re-downloading and re-installing maybe using Google Chrome browser to dl the items?
Post some specs of your machine, but most important what operating system and how the game was bought, ie steam, origin, d2d, disk??

DLC's like the Arrival and LoTS won't appear straight away. I believe you have to wait till after Horizion to access them.
for the others I have no idea

A basic Chrome browser SEEMS to have less issues with dropped packets and loss of data. Most people that are having an issue with dlcs not downloading correctly find that a basic unaltered plain Jane Chrome browser fixes the problem.
Are you on XP, or Win7?? IF Vista/Win7 are you running or trying admin mode to install? Have you moved any of the data out of stock areas, or is this a clean install??

Well then what did you change from the last time you used the Dlcs and they worked and now??? If they worked once and now they don't then you changed something on your computer or setup that stops them from working. So think back real careful and figure it out, because if it worked once then it isn't the game it is your machine and something you added or modified since last install.

Formatting means taking it back to bone stock. All the little programs that were updated, added or changed over time will be the issue, or at least one of them will. You may shoot over to EA.com and talk to them, but there are too many things that can be changed to know for sure. You say your machine ran it before you reformatted then whatever is missing from then until now is it. Whether it is C++ or Net 5.0, or a change in Antivirus or not having correct authorization/admin mode, change in networking info, loss of phyxs or some unknown. Fully upgrade your operating system, disable AV, and try to think of anything you might have previously installed that you didn't this time. Something changed and that change is your problem. Not many people have this issue, otherwise the board would be full of it and it isn't so the issue is between your personal machine and ME. Again maybe EA.com support would have an idea, but be prepared to give them a pretty comprehensive list of info, which you very grudingly gave the basics of here.
