Unfortunately they come across as little more than macho, slaving dumbasses, devoid of any real vision of civilization, who are so bassackward and regressive as to think it a societal mark of honor, even noble, to willfully charge gun toting crackshots with sticks and rocks. At least high level legionaires have the decency to attack you with 12.7's, carbines, and assault rifles.

I actually tripped into it on the last playthrough. I was hardcore NCR on that one, and COL Moore had dispatched me to Red Rock to force the Khans to leave the mojave or destroy them.
Well, in a chance dialogue option with one of Papa Khan's Lieutenants (can't remember which, but it is the one who always sits to Papa's right in the meeting house), I was given a dialogue option to question him further only to find out that he wasn't happy with Papa's un-progressive leadership; and the rest panned out with my Courier assassinating Papa K in his sleep with the promise that the lieutenant as the new chief would partner with the NCR against the Legion. I had to kill the Legion rep as well IIRC.
I agree on House. To me he is the second best option, but he is still not laissez faire enough for me in the the most ideal sense. The only real option for me is Wild Card from that angle. Of course, that begs the risk/reward argument of freedom vice security. Honestly, it's just not something my Courier worries about, being that the power amibitious tend to be his targets, rather than his role models.
My Courier was swayed to support Mr. House by seeing the result of her actions in the Divide. That was her legacy, and from that perspective House's legacy looks a lot brighter (no pun intended). A good reminder that she ****s up too. And she figures she can do more good as the angel on House's shoulder, directing resources to agricultural development and quality of life while he schemes out the industrial engine to pay for it all and the military might to protect it.

I think that's kind of the point, honestly. It's pretty strongly hinted at that without Caeser, the Legion will fall apart, and that while the society he's constructed from his learning as a Follower of the Apocalypse can pacficy the wasteland and pose a threat to other large societies, it's not a viable method for long-term governing. Historically a lot of empires were that way, inasmuch as being held together mostly by a single indivudal's force of will.

I haven't tried the Uncut mods. I'll have to do a replay again someday and catch some of this stuff I missed.

High Int is a boon, I love skill points. Plus it's usefull for conversations and tasks as well.
But Charisma on the other hand is VERY underwhelming. Obsidian dropped the ball on this one.
Perhaps only worth it for pacifists, who want the followers to do all their fighting for them (as it increases follower "nerv" rating). But other then that (and perhaps role-playing reasons), there are no practical reasons to ever raise it higher then 1. Speech, Barter.. are both very good skills and get a lot of use in conversations. But you need good Int for high skills, not Charisma. Well Educated and Luck can help too. Charsima itself gets maybe 2 or 3 checks throughout the whole game.... and whoever thought inventing Party Time Mentats was sucha grand idea? Or letting them stack with regular Mentats, alcohol, sexy sleepwear and probably more to easily buff from 1 to 9 (probably 10 is also possible).

I've used Freeside Uncut, which is nice, albeit a big system load. And his last one that's sort of a general small fix and restoration mod.

I'm using some of them on my current playthrough. I would heartily recommend the Freeside Open one which really makes Freeside come alive atmospherically speaking. Just be prepared that you will likely suffer some crashes (easy to see why Obsidian chose to chop the areas up the way they did), but if you can stand that then it's great. The author (but under a different name) also did the Strip Open mod which is also great.
Finally, the mod called Outside Bets is a good way to flesh out the world more. It's nice to get more of "one-liners" from non-important NPCs, increasing the depth of the world a bit.
The other mods he has released are more subjective I think, just read through descriptions and see if it may fit your needs.
I really enjoy the mods overall because it's clear the author is going out of his way to make them fit the current New Vegas, no stupid additions or out-of-place stuff. It feels like it belongs.

I killed Benny, most Courier's would be happy with that and go.
I mean...I could just give House the Chip, and walk off happy and complete.
Yet suddenly the NCR, Legion, Yes Man, and House want to be all friendly?
What justification in-universe is there to really become the focus for all four groups.
Up until now all I did was kill some criminals and some slavers, there is nothing cool about the Courier yet.

The Courier took a bullet to the brain and lived, but as we find out, there was a price paid in a serious loss of his/her memory. The Courier is a person of action right or wrong and is hence, an asset. Power mongers love assets!

Helped Clean out Searchlight.
Wiped out Cottonwood Cove
Killed a few assassin teams
Slaughtered Vulpes and his crew
Shored up Forlorn Hope, and took back Nelson.
