Are the any mechanical limitations of how often you can use it? I mean can I keep pressing the VATS key and the only negative effect is that my guns degrade at a faster effect? And why is it in the game? Is it trying to simulate an older Fallout game where the player could actually target body parts? I'm a little late, and you probably have all your answers. But VATS usage is regulated by your Action Points (AP -- lower right of your HUD). Look at AP as stamina for VATS. Once you're out, you can't use VATS. There are perks to build up your AP pool and you can increase that pool as well by adding points to your Agility SPECIAL Skill.
APs do regenerate like stamina in other games.
No, you can't just use VATs ad infinitum. In the beginning you might get three turns and then you're on your own, so use it for critical situations. I personally am not a big VATS user, but it does get me out of messy situations. Nice to have when you do need it.
You can use VATS for thrown melee, thrown explosives, melee, unarmed, and pistol/rifle. Pretty much everything, with some exceptions.
VATS is a reboot of the turn-based mechanics from earlier Fallouts, and is technically a system run by your Pip-Boy.
There are a number of perks that make VATS more effective/efficient (each perk has skill requirements):
*Gunslinger: +25% accuracy with handguns in VATS.
*Commando: +25% accuracy with two-handed weapons in VATS.
+Finesse: +5% Critical Chance. (Not just VATS-specific -- take this no matter what ). Requirement: Level 10.*Math Wrath: Reduce all AP costs by 10%.
*Miss Fortune/Mysterious Stranger: Wouldn't want to spoil the surprise.
*Plasma Spaz: Reduce AP costs by 20% for Plasma Weapons.
*Sniper: 25% more likely to hit your target's head in VATS.
*Center of Mass: Do an additional 15% damage when targeting the torso in VATS,
*Action Boy/Action Girl: +15 Action Points.
+Better Criticals: +50% damage with critical hits. (Not just VATS-specific -- take this no matter what). Requirements: Level 16, PER 6, LUCK 6*Grim Reaper's Sprint: Restores 20 APs immediately after a kill in VATS.
+Laser Commander: +15% damage, +10% chance to critically hit with laser weapons.
Not a VATS Specific perk, but if you are using energy weapons (specifically laser weapons), which you appear to be, you're going to want it.*Nerves of Steel: 20% faster AP regeneration.
