My list:

Hand to Hand: Thane

Best Shot: I have to say Legion with Garrus being the best "organic"

Best Biotic: I think Samara is overall the best biotic but Jack may be tops in terms of raw power

Best Tactician: I honestly think Miranda is the best even if she could still use work in how she manages people

Best Overall: I interpreted this as "who do you want at your side if all hell breaks loose" and that's Wrex.

Hand to Hand: i'd say Thane or grunt/wrex... thane is amazingly trained while the other two are well theyre krogan cant do much to them at hand to hand

Best Shot: has to be legion, whole robot thing really helps

Biotic: Samara by far... Humans just cant compare to asari miranda says it herself and jack is just a cry baby who has some anger issues lol

Tactician: either Miranda or Garrus both plan well and are excellent leaders

Overall: i'd say thane or grunt my 2 fave characters haha

Hand to hand : toss up between Garrus,Grunt and Thane. Garrus was apparently the top ranked HTH fighter on his ship,Grunt is...a walking tank it would be hard to damage him,Thane is the drell Donnie Yen. But I'd say 1.Thane 2.Grunt 3.Garrus

Best shot:Legion is a computer I cant decide if that is cheating or not,Thane and Garrus are experts but Garrus held off all 3 major merc factions solo.Based on the data...I can't decide if it's possible to say Garrus or Legion can be ranked above each other...However Thane needed a laser so he's not the best.
Biotic: I'd say 1.Samara 2.Jack 3.Miranda
Tactician: Hmm... Legion has data on all organics tactics plus geth tactics,Thane has killed alot of people and never been caught. Garrus...well he's Garrus. Too close to call. 1.Legion 2.Thane3.Garrus
Overall: While Legion undoubtedly has the most technical and general know-how, Garrus has a wealth of experience,conditioning,and one thing Legion doesn't have,Instinct. 1.Garrus 2.Legion 3.Wrex:bandit:

Hand to hand: Thane

Best Shot: Legion, followed closely by Garrus and Thane (at least I seem to have better luck with them)

Best biotic: I find it difficult to compare because the biotics in ME2 had far fewer gameplay abilities than in ME1... still going to assume it's Samara, with Wrex coming close behind. They not only have the power, but the experience no other biotic can touch.

Best tactician: Miranda, although I bet Garrus actually isn't too far behind. ETA: Assuming we're talking about ranging group tactics in a battle; I'd take Thane for stealth and Wrex for a balls-out battle.

Overall: I think it's impossible to be completely subjective about it. I mesh very well with Thane as I'm a sniper Adept on my canon Shep; we have warp-bombed our way through the galaxy very well. My vanguard, on the other hand, has done very well with Mordin, as his incinerate buys me time if I charge into a whole group of people and I need to back up afterwards.

Hand to hand: From what we've seen Thane has some smick ninja skills and from what we've heard Garrus is also a skilled hand-to-hand fighter.
However skill can only get you so I'm thinking the brute krogan strength of Wrex or Grunt would come out best.

Compartmentalization is a cop out, my stance is that Thane is the deadliest squad member. He has hand to hand skills against species, he is obviously a great sniper, he has stealth skills of course and he has to be an excellent tactician, since as an assassin he would be often tasked with dealing with a superior force.

Hand to hand: Thane, can't question it. Too fast, with a lifetime of training. That said, Garrus and Ashley are both highly ranked hand to hand experts.

Best Shot: Legion at extreme range, Garrus within a thousand yards, and Ashley with an Assault Rifle within three hundred yards.

Best biotic: Samara. Kaidan and Miranda are clever with how they use their biotics, which makes them almost as badass, but Samara has them trumped in terms of power and experience.

Best tactician: Miranda for when incredibly detailed planning is required, to pull of a large operation with minimal resources. Garrus, for when your objective is enemy casualties. Ash is a good leader in the field, but I haven't seen her tactical planning skills yet.

Best overall: For people with a wide range of skills, covering multiple areas of expertise, I would say Garrus probably tops out the list. But put Ash and Miranda on the same team and they would conquer the universe.

Hand to Hand (Melee): Thane or Garrus are obvious favorites but both Grunt and Wrex have obvious strength and then... there's the issue of biotic enhancement in hand to hand.

Funny, the only person we've seen carrying a melee weapon up to ME3 is Tali, though Zaeed has throwing knives.

Close Quarters Battle: Tali, Wrex, and Grunt seem to be the best at this. When fighting in the ranges of 50 meters or less shotguns rapidly rise to the fore. Wrex and Grunt have heavy armor and greater resilience to enemy fire while Tali has that combat drone to distract and confuse.

Intermediate Range: Zaeed and Ashley are the go to people when targets are a bit further then you want a shotgun and a bit shorter then you can effectively use a sniper rifle.

Long Range (Best Shot): Garrus and Thane both are shown to be proficient at long range sniping. Legion however couples a robotic precision with the ability to wield an anti-material rifle.

Best Biotic: Samara, Jack is a freaking nuke but lacks finesse and self-control. Therefore she isn't the best biotic overall. Samra combines the unbridled power Jack has with far greater control. Kaidan, Miranda, and Jacob all pale next to those two. Liara lacks experience.

Best Tactician: Garrus no contest. Leading a small team on Omega for months before being betrayed? Miranda is a supervisor not a tactician, she'd make a good XO but bad squad leader. Jacob isn't extroverted or charismatic enough to do the job that well either, but he's at least trained.

Best Overall: Garrus with his skills and experience is without comparison except for Shepard himself.

Best Tactician: Garrus...would add Miranda, but she is just a little too willing to sacrifice others.

Best Overall: I can't choose between Garrus and Kasumi...between them they just destroy the field.
