Best shot: Legion(he doesn't even breathe)
Best biotic: Samara/Jack
Best tactician: Garrus - Shadow Broker says he could be a great Spectre, if he wasn't overshadowed by Shepard.
Best overall: Wrex- He can use nearly every weapon with great skill. He can regenerate and use Biotics.

Hand to hand: Wrex.
Thane may be a more proficient martial artist, but that matters little against Krogan. Wrex would cave Thane's chest in.
Best Shot: Legion.
As a robot he has an advantage over organics. He doesn't breathe and therefor doesn't have to wait for the natural pause in his breathing to take a shot (breathing affects your sight picture and alignment), and without muscles that tire I'd imagine he owns organics when firing from the offhand position.
Best Biotic: Samara.
The Asari are more gifted with biotics than humans generally, and Samara is an ancient, battle-hardened Justicar.
Best tactician: Garrus.
He was annihilating merc gangs on Omega that had his squad massively outnumbered, before he was betrayed from within. He's an impressive small unit leader.
Best Overall: I'd go with Garrus.
He's absolutely loyal, probably second to Legion in his marksmanship ability, and is an excellent combat leader. He's also got military experience with the Turians which gives him an edge over some of the civilians you recruited in Mass Effect 2.
