My question was not the duration of the power or the length of the cooldown time afterwards, but since you did indirectly answer part of my question by confirming there was a cooldown I now ask if it goes onto it's own cooldown or the universal cooldown with the rest of the powers.

I mean did you try concussion round + Inferno ammo?
I read somewhere that concussion round would change it's effect based on different ammo power so I was just wondering if that was implemented in the demo or not.

I doubt there would be a cutscene devoted purely to the omniblade, especially since it varies per class... I think the codex would probably be a minimum, and there could be something more, like a side mention at some point (I don't know for sure, I'm just speculating here).
