Theory #2 -- Bioware is jerking us a bit; the quote isn't quite the quote they mean. Meaning the person might actually be Kai Leng talking to Anderson over a com channel or maybe thats why Anderson stays on Earth other than the Reapers.
Theory #3 -- Rana is too much of a **** to really be a threat; I'm not betting on her.
Theory #4 -- Doubt it was a "mini / side mission" character. It's a very big doubt. So the psycho's / biotic nuts from ME1 are probably not a good shot.
Theory #5 -- Rachni Queen is a very big doubt; she would have said something during ME2 instead of reinforcing your faith in her. A portion to this theory is that she MAY say this while being a temp squadmate; the only reason is as follows.""You should have killed me when you had the chance Shepard...The Reapers use my children and alter their song..The harmony that was mother to son has been broken; many will be our enemy..."" Meaning she could regret being alive because its going to cause trouble for everyone due to the Reapers using some as soldiers.
Theory #6 -- Balak makes the most sense; since you can let him live if you're a paragon. He could come back trying to destroy Earth for what you did during the Arrival.
Troll Theory #7 -- Conrad says ""You should have killlllled me when you had the chance Shepaaard..."" then goes nuts attacking you for being mean to him by turning him down so many times!!!

Doesn't make sense, that would punish renegades once again losing content and in contrast to my earlier post about "every ME1 importer would want to hear" it would be, well rude..

Its not a punishment; its simply "different". The story will be different for both Paragon and Renegades. Paragons are getting an ally in the Rachni thus giving us more of an advantage vs the Reapers; but the negative to that is that we'll also be fighting Reaperized Rachni. Renegades have a negative that they don't have the Rachni ships on their side but they have a positive in not dealing with a horde of Reaperize Rachni.
So both sides have different out-comes to their choices; sometimes you can say they look "punishing" but they aren't. Though its more true to real-life that a "bad person" or an "evil person" would get more negativity in terms of "karma reactions" or "relationships in general".
In short - both sides get good and bad things about them. So no more crying about not getting pampered and no more crying about Paragon Pampering.

From the practical standpoint yes, makes perfect sense ingame for Shepard, but not for the player that once again misses out content. Paragons want Balak to come back because they will then get a chance to kill him, essentially the same as giving paragons rachni husks, so they can correct their mistake and feel good about themselves.
Yeah totally fair.

Paragons for example have to deal with the constant fear that we let the wrong person live or went about something incorrectly thus leaving it build up for the future. In the end the Paragons may have to end up dealing with a lot more garbage to get to the good ending where as the Renegades are ruthless as*holes who could be considered Tyrants in their own respect. They may have killed everyone but that doesn't make them a Hero - look at what happened to Saren. Hell if you're a pure Renegade you'd be dead by ME3 which is fair - in real life you'd be dead as well since your own team wouldn't give a rats ass (except for Jack maybe).
Regardless - Paragons and Renegades are treated equal but have different play styles and an altered story; neither are being pampered so go back to your S/S // Ashley Fanboy // Cerberus IRL Gang threads and ****** off with your crap.

Balak and Vido are also very good candidates although since both characters only appear in DLC not everyone would have had the pleasure/misfortune of meeting these two ( for example I have never encountered Balak before since I don't own 'Bring Down The Sky' for ME1 ).
