Feros is ME1 exclusive content. Killing her was a decision that a lot (though far from all) renegades had trouble justifying. She was green in ME2. She's as popular as minor characters can be with 17 squad members tagging along. And the quote needs more contextual information for a correct interpretation. She could very well be regretful or in pain.

You either have to let him escape to save the hostages, or kill him and sacrifice them all. Unless you got some kind of secret hack, no one got to drop his ass into prison.
No secret hack at all. I never let him escape to save the hostages -- lose the lives of three more to maybe save the lives of hundreds. Many ways of helping people. Sometimes heal people, sometimes kill dangerous people. Both help. Good ol' Dr. Solus.
My game (360) went to a cut scene after I had him down, and there was an interrogation where I was given the opportunity to 1) kill him; 2) wound him repeatedly while interrogating; 3) then he says "just kill me." where I have the opportunity to kill him, or let the Alliance deal with him. A couple playthroughs I chose to let the Alliance deal with him, thinking he might have some information they could extract about other Batarian terrorists.
Later in a conversation with the guy that was left alive, "What is going to happen to Balak?" "He's going away somewhere where it hurts to breathe."

I thought if saved Rachni they were allies in ME3 dunno why or where got that from so I wouldn't wish to kill them obviously.

My two guesses are Balak and Elnora (the Asari Eclipse commando you encounter during Samara's mission). They are the only two I recall who are your enemies from the start who you personally can kill or choose to let go (I'm not counting others like Vido Santiago because the choice is allowing your companion to kill them or not).
