Return to Ostagar glitch, please help!

First of all I want to say that I checked a couple of pages back to see if this topic already existed and I didn't see anything, so sorry if I missed it.

Anyway, I can play through the DLC fine up until I reach a point right outside the Tower of Ishal (the ramp that leads up to the area that is directly in front of the entrance to the tower) where I then run into the Genlock Necromancer that I'm supposed to be chasing after. It's just standing there. It won't attack me and I can't attack it, there's nothing to be done about it really. At first I thought that if I simply moved forward it would unstick itself, and it seemed to be working that way as I moved forward and continued seeing all of the cutscenes with the Genlock Necromancer in them (though I never actually saw it in game). However, once I got through the Tower of Ishal and the Darkspawn Tunnels to the Battlefield, it showed the cutscence of the Necromancer reanimating the Ogre that killed King Cailan and I, of course, promptly killed the bloody thing only to find that there was no Necromancer to be found afterwards. This, obviously, kept me from finishing the quest and all that could be done was for me to go backwards. I went back into the Darkspawn Tunnels and then returned to the Battlefield, seeing if an area transition would perhaps fix my problem (though it did not). I then loaded a save from before the glitch occured (before I got the the point where I came across the stuck Necromancer) and everything was fine until I reached that same point and came across the Necromancer, stuck, like before.

I'm not sure if others have had this problem (or one similar to it) or what else I should try so as to fix the problem. If you have any suggestions or you've had this problem as well please do what you can to help me out, thank you. :)

Sometimes the Genlock Necromancer appears standing amidst a horde of other darkspawn and cannot be targetted or killed. He only becomes active and killable when the Risen Ogre on the battlefield is finally dead, but will not be in his correct location on the battlefield and you will have to go and find him in the location where the bug occurred. After killing the Necromancer, you will have to return to the battlefield site where you encountered the Risen Ogre and then try to exit the area through the tunnels in order to trigger the cutscene and proceed with the quest correctly. After killing the Necromancer, wait until the quest is updated before looting him, otherwise you will not be able to finish the quest. If you do not do this, interacting with King Cailan's body afterwards will not give you options to 'deal' with his body as if the quest was still incomplete, despite the quest shown being complete.

Is the quest supposed to stay in the active quests section of the journal? I always get an update that I've completed both objectives and dealt with the body but it never moves into the completed section.

If you have completed all portions of the quest, it should move into your completed quests list.

I've done everything but it never moves to the completed section. Will that effect the import to da2?

In the game itself as it currently stands, none at all. You can check if the plot flags have been set properly at import (it will list them when you select a save and what you did with Cailen's body is one of them).
