I recently got a new graphics card for my computer. I am running 64 bit Windows 7 and a Radeon 6800. The issue is that when I try to boot up the game It tells me a PhysX error has happened and I need the latest version. I go download that but it still dose not work. I could run the game with my old graphics card so I do not understand what is goin on. Thanks for the help!

You've posted in the wrong sub-forum. You need the Mass Effect 2 PC Technical Support sub-forum, and I would recommend checking a few pages there for topics which might deal with your problem, as it'd save you the time of creating a new one.

problem is probably that PhysX is proprietary and purchased by nVidia, so it doesn't run on your Radeon. It can be fixed by reinstalling the game. There may be a simpler way, like letting the game detect hardware and reconfigure. But I don't know if that'll work
