Just downloaded these two DLC, but wounder when is the best time to play it in the game? Will it give me extra conversations later in the game if I do it before Vimere and Noveria?
Questions around Bring Down The Sky and Pinnacle Station

I'm fairly certain the answer is no. I've finished Pinnacle Station twice and Bring Down the Sky quite a few times, and it seems to me that they're pretty much cut off from the rest of the game.
The gear you get from the might be better early in the game. But particularly Pinnacle Station is probably way tougher early on as well.
Personally I paly Bring Down the Sky early because it's a way to get your hands on good gear before you can really afford it. Pinnacle Station is, in my opinion anyway, best played when you have good gear and a good character build, so later in the game.

I tend to leave BDtS until late, is an easy way to get some good amps and omnitools(Savant type). It's also a good place to get colossus armor. If you do it early, you'll get good for your level gear, but not top end stuff. For pinnacle station if you can get through it early, it's a way to get some good gear earlier than you would. (From the apartment at the end)
