Speaking as designer - no it is not.
When voting people tend to pick the "familiar" option - something they are used to, seen before. It's the way our brain works. But the thing is - the same crowd will be booing at you for being boring the next day if you actually go with their choice.
If one wants to actually get a good idea of what to do than "the first" and "the last" are the wrong choices. A good one will be taking the "second choice" and adding the details form the other ones that was noted by fans as bing "interesting", and making sure that the result is unique enough to be instantly recognizable by some noticeable features.
I'm not saying that it's what Bioware will do, but it is the approach a lot of designers in business would take.

Yes, but it although means
ignoring the other 23 thousand that voted for the other 5 choices, so by
picking the most popular they actually will disappointed more people.
The majority only works when it's more than 50% of the sum.
