having spent 7.87 on bioware points (in australia) i was mildly surprised to see the receipt in my online banking account tell me 9.17 had been withdrawn from my account. seeing as the australian dollar is worth more then the american dollar in todays market can someone please explain to me the discrepency so i may properly calculate the cost the next time i buy bioware points.

According to those numbers you're getting roughly 86% in points than you what you paid.
So if you pay $100 you'll get roughly $86 worth of points.

I think you've posted in the wrong area. This is for the BioWare Store, i.e. the one that sells physical items such as t-shirts, posters and books. You want the Points.BioWare.com subforum, where either an EA/BioWare representative or a member with the right knowledge will explain what's going on or tell you if there's a problem.
