1. Zaeed recruitment- Zaeed was the founder of the Blue Suns (you find out in his loyalty mission). Shepard could take addvantage of this by getting Zaeed to start a more respectable mercenary group(since he knows how to make one) that can give shepard some help in stopping the reapers instead of going it solo(could even come in handy in suicide mission).
2.Grunt recruitement mission- Okeer was growing full sized krogan in 7 days that were completely loyal to who made them. Okeer may have been a mad man and even Wrex would disagree with what he did, but shepard now has all the tech okeer used at his feet there at the blue suns base just sitting there. Take it shepard! Its better to have it and not need it right? If all goes to sh*t with Wrex's plan for the krogan then at least you have Okeers data to make an army in days(could even come in handy during suicide mission)!
3.Jack recrutment mission- Just as stated above with making a krogan army Shepard could have saved the purgatory prision for himself. Its a perfect place to breed and store krogan.
4. Kasumi loyalty mission- You have to take out a ruthless man with an empire in this mission. Not only is a this mad man here but so are others each with a bad rep. Once this man is takin out then shepard could take over the rescources of his empire which seem to be there at his home as well as records of financial/contacts/intel of operations. Also there seem to be a lot of mechs there that maybe usefull in suiside mission as well as everthing in the volt. Shepard can sell all thats in the volt for millions. Even the other people there could have been use in some way to gain leverage for shepard.
5.Garrus recruitment mission- At the end of this mission you have dealt a powerfull blow to all of the major factions(minus Aria's) of Omaga. If Zaeed makes a group of his own then you can take addvantage of this and claim most of Omaga. Then when Cerberus comes after Aria in ME3 your group can forge an alliance with her against cerberus and the reapers. Its the perfect time to take Omaga away from a least the mercenary groups. I mean come on shep you have the founder of one of these groups in you team....use him.
I understand that Shepard would have to do these things in the right order but at least there are things that are a no brainer. Its the fact that shepard makes no attempt at all to use whats right in front of him/her. Maybe he/she will in ME3 but there were still times in ME2 were he/she could take it then....things that were golden that he/she turned away from.
