I've been thinking about a new rogue build.  In my current game, I think I sacrificed too much of what made a rogue special in order to explore the Dual Weapon tree.  These are my thoughts:

Presumed Final Level: 22

Basic Stats

Strength: 20 (Leather armor, nothing else)
Dexterity : 57 (my dump stat)
Willpower: 25 (want some additional stamina for talents)
Magic: 12 (unchanged)
Cunning: 40 (high enough to open all locks, disarm all traps, and succeed in all persuasion attempts)
Constitution : 14 (unchanged - my build is about not getting hit)

Ultimately, I think dexterity is a better dump stat for rogues than cunning.  High cunning is good, because with lethality it will replace your strength to calculate damage, and have an armor piercing bonus.  However, you still have strength used as half of the calculation for your attack with daggers.  Hence, a higher dexterity than cunning helps ensure your attack bonus won't lag that far behind your damage bonus.

As for talents, I'd like to do the following.

1.  Max out all basic rogue talents, with two exception.  Device Mastery isn't needed if you get your Cunning up to 40.  Yes, you won't be able to open some chests until near the endgame, but that isn't a big deal (hell, works out better, since the random loot will be worth more then).  Feign Death is also kinda useless, as if you take Master Stealth you should be able to get enemies to ignore you just as easily that way.
2.  Take assassin all the way up
3.  Take duelist to the third rank.  Pinpoint Strike seems cool, but it's expensive in terms of stamina, and can only be used once every three minutes.  Given how fast you eat stamina, that means you might only get one assured crit in a combat.  Not worth it IMHO.
4.  Take the following from from the Dual Weapon Tree: DW Training, DW Finesse, Dual Striking, Riposte, DW Sweep, and Flurry.  This means you'll only need to get to the second rank in Combat Training.

By my count, this means you'll come out to 28 talents - which, assuming you buy all three tomes, is just the right amount.

As for skills, this build has versitility.  Three ranks of coercion and two ranks of combat training are all you need to start.  You'll also get the free poison making and stealing skills.  I'd stick the remaining four into trap making.  Any bonus skills past this (from tomes and what not) will go into combat tactics, as I honestly find them useful.  Zevran can deal with the advanced poison making, and Liliana your stealing needs if you're so inclined.

Thoughts?

Momentum was on my list, as it's an awesome talent, but something needed to be chopped, and quite honestly, it's hard for me to excuse using a skill point on Expert Combat Training in order to get one talent, no matter how uber that talent is.

By all means, if you have another suggestion on what to drop, I'm all ears.

IMO Momentum does more for you than any other single talent except Lethality (and arguably Combat Stealth). My current rogue got it during her origin story and hasn't regretted it one bit. I'd definitely drop either Keen Balance or Evasion to get it.

As for the skill point, you could either divert one from combat tactics or pick an origin that starts with poison making + combat training instead of poison making + stealing :P

Or use a respec mod to move skill point from stealing to combat training

Evasion, Master Stealth, Lacerate, Feast of the Fallen, Pinpoint Strikes, etc. etc. Pretty much anything at all is worse than Momentum, which is by far the best skill a DW Rogue gets.

Other than the lack of Momentum though, the build looks fine. Compared to a pure cunning rogue, you won't be as dependent on party buffs to achieve a high hit rate, but you'll do slightly less damage. Perfectly good tradeoff depending on your party composition. And it has utility as you say.

The only thing I'd suggest is, wait before putting points into willpower. Play for a while to see if you really need the extra stamina based on the way you use your rogue. You may find that you already have enough stamina to use dirty fighting or whatever when you need it.

Oh yeah one more thing, every trap with a resistance check uses your cunning as the relevant stat. Something to consider if you want to be a hardcore trapper.

1.  Aww...Keen Defense and Evasion seemed choice skills to me, as they're passive boosts to defense which don't cost any stamina.  I guess I'd cut the former before the latter though, as a 20% boost to your defense score is probably better than whatever the dualist talent provides.

2.  What can I say, I'm enough of a roleplayer to find the noble origins just don't mesh well with my idea of a thief.  I was planning on playing dwarven commoner.  It's a shame, because my current character is a City Elf, and given the free point of coercion, they could end up ahead too - but that would feel like too much of a retread for me.

Yeah, my basic plan was to concentrate early game 2/3rds of my points into cunning, and 1/3rd into dexterity (with occasional points into strength to get it to 20).  By level 13 I'd have 20 STR, 40 CUN, and 36 DEX.  The basic idea is I want to pass as many persuasion checks as early as possible.  After that I'd just be concerned with boosting dexterity, with the odd point thrown into willpower.

Your rogue sounds very like the one I am playing, a Dex/ Cun build that gives up a bit of DPS for better attack power and defense. It's a fun build. I am going duelist/ bard, though, for the extra CC and ridiculousness of a dwarf singing.

I would echo what others have said about momentum. It's a 40% DPS increase, which goes beyond a 'bit' (thanks to Discobird for his research on this and other matters). You might consider dropping the entire Riposte line and grabbing Momentum. It's too good to skip.
